A t the end of 1993 the Food and Agriculture Organization of the United Nations (FAO) was appointed UN Task Manager for the implementation of Chapter 10 of Agenda 21, the Programme of Action for Sustainable Development which was agreed at the United Nations Conference on Environment and Development (Brazil, 1992). This chapter, entitled Integrated Approach to Planning and Management of Land Resources, along with four other chapters, make up the " land management cluster ". FAO and the United Nations Environment Programme (UNEP) have jointly developed the elements of an improved approach to sustainable development. This combines the involvement of people in local area resource management with appropriate information technology and extension and a commitment to the provision of the incentives and an improved institutional and policy framework.
